Most of this scene will be filmed inside the vehicle when it is both moving and stationary. This will involve both shot reverse shots of dialogue as well as atmospheric shots to give a feel of the setting to the spectator.
Example:

We will also film this crash scene from the exterior of the vehicle to show that the car is moving as well as to show the setting of the location in which this scene is set.
